This is a monument facing the congress building. In addition to the graffiti, many posters and banners are erected to signal to the congress the complaints of the people.

Some graffiti translations: "Fewer prisons, more workshops" (i.e., jobs), "Neither trials or pardons" (referring to people being held in jail for long periods without being charged with a crime), and needing no translation, "Duhalde Motherfucker." Eduardo Duhalde was President of Argentina from 1991 to 1992.
